As the private sector becomes increasingly involved in providing and managing public services so the need for a comprehensive system of public scrutiny through regulation has evolved. The role of the regulator is to:

  • Promote a competitive business environment to protect consumers from monopoly power;
  • Implement a fair tariff policy or set prices;
  • Ensure commercial viability of service providers;
  • Enforce delivery of service outputs;
  • Benchmark performance against best practice.

    Hyder Consulting advises public sector clients on the establishment of an appropriate regulatory regime and the systems required to monitor compliance by private sector companies. Advice is also provided to the private sector on the interpretation of the regulatory regime insofar as would affect the overall cost of the project.
